Why 1000 mcg when the RDA is 2.4 mcg

This looks absurd until you see how B12 absorption works.

Your gut has a dedicated transport system for B12, and it saturates at roughly 1.5 to 2 mcg per sitting. Beyond that, only about 1 percent of a dose passively diffuses through the intestinal wall.

So a 1000 mcg dose does not deliver 1000 mcg. It delivers the couple of micrograms the transporter carries, plus roughly 10 mcg by passive diffusion. The big number on the label exists to push a useful amount through a narrow door, not because your body uses anything close to all of it.
